What the Visible Direct Local Share Means

This metric measures the percentage of visible Horizon-specific CWA-AFA sector funding that went directly to named Horizon local councils rather than to the Horizon MEC.

Formula: direct named Horizon local funding ÷ total visible Horizon-specific CWA-AFA sector funding.

Treat this as a floor, not a complete service measure. It captures only direct Horizon-specific CWA-AFA sector funding lines that are publicly visible on the sector LM-2.

Most Recent Verified MEC Filing Signal

The verified FY ending 05/31/2024 Horizon MEC LM-3 reports 415 members, $106,502 in total receipts, and $106,502 in total disbursements. It also reports $59,437 in disbursements to officers, $36,816 to employees, $9,619 in office and administrative expense, and $630 in professional fees.

That gives Horizon a strong current carrier-level filing signal compared with many other carriers.

Local Representation Visibility

Horizon’s local structure is visible through Council 16 SEA and Council 17 PDX on the elections site, which show current election scheduling and recent officer results.

Interpretive Caution

Horizon has a visible local-dollar throughline, but the local share is still materially smaller than carriers where a much larger portion of visible sector funding goes directly to local bodies. That makes Horizon a useful mid-range comparator for this project.
