Financial reporting provides context before bargaining opens. The linked records cover specific unions, reporting bodies, and fiscal periods; a multi-carrier local’s total is not a single airline’s budget.

When a Watch Becomes an Active Tracker
An active tracker requires a documented opening milestone. The examples below distinguish an announced formal opening from member preparation:
- a Section 6 or equivalent formal opening notice;
- an exchange of opening proposals;
- an official announcement that direct bargaining began;
- a documented first bargaining session; or
- an NMB mediation application or docket.
Surveys, committee training, suggestion boxes and approaching amendable dates are meaningful preparation, but they do not by themselves establish that formal negotiations have begun.
JetBlue / TWU Local 579
JetBlue’s public filing states that the Inflight agreement becomes amendable on 2026.12.13 and that TWU’s contractual option to initiate negotiations opened on 2025.01.01. Local 579 is also collecting member contract ideas through a public CBA Suggestion Box.
The filing establishes an opening option, and the suggestion box collects member priorities. Neither source announces a first Flight Attendant bargaining session. The expected amendable date should not be mistaken for the date talks actually opened.
What to watch: a dated Flight Attendant opening notice, an exchange of proposals, or a confirmed first session. An approaching amendable date alone does not establish that milestone.
Endeavor / CWA-AFA
CWA-AFA’s 2026 negotiations survey set an October 5, noon Eastern deadline for member priorities. The public contract-negotiations hub also provides process and committee information.
CWA-AFA’s October 9 regional-bargaining announcement anticipated Endeavor negotiations beginning in December 2026. The earlier survey and committee work are preparation; the announced start period is not evidence that formal negotiations had already begun in October.

Republic + Mesa / IBT — Full Successor Bargaining Watch
The merged Flight Attendant group ratified an expedited bridge JCBA on 2026.01.22. The agreement preserved the right to begin full contract negotiations in January 2027.
This group therefore remains on Opening Watch for the full successor round even though the merger bridge agreement is complete.
The NMB’s October 13, 2026 determination in R-7690 extended IBT’s certification to the combined Republic/Mesa Flight Attendant craft or class and terminated the former Mesa CWA-AFA certification. This was a certification determination, not an election-result announcement or a new collective bargaining agreement. The decision does not identify an administering IBT local.

Opening Watch prevents two opposite errors: declaring bargaining active before the public record supports it, and ignoring the preparation period that shapes bargaining priorities and member expectations. The same threshold will be applied regardless of union.
