When a Watch Becomes an Active Tracker
CrewSignal will move a workforce from Opening Watch to active negotiations when a public source verifies at least one of the following:
- a Section 6 or equivalent formal opening notice;
- an exchange of opening proposals;
- an official announcement that direct bargaining began;
- a documented first bargaining session; or
- an NMB mediation application or docket.
Surveys, committee training, suggestion boxes and approaching amendable dates are meaningful preparation, but they do not by themselves establish that formal negotiations have begun.
JetBlue / TWU Local 579
JetBlue’s public filing states that the Inflight agreement becomes amendable on 2026.12.13 and that TWU’s contractual option to initiate negotiations opened on 2025.01.01. Local 579 is also collecting member contract ideas through a public CBA Suggestion Box.
As of this baseline, CrewSignal had not located a publicly posted opening notice, exchange of openers, first bargaining session or NMB mediation filing. That public-source finding does not rule out communications in member-only channels.
Why it matters: JetBlue is the highest-priority opening watch because formal bargaining would create a direct, measurable TWU performance record as the United–JetBlue relationship develops.
Endeavor / CWA-AFA
Endeavor CWA-AFA is educating members, training a negotiating committee and holding town halls, but its official negotiations-process page expressly states that the group is not currently in contract negotiations.
CrewSignal will continue to separate preparation from a formal opener and will activate a tracker when an opening notice or bargaining session is publicly confirmed.
Republic + Mesa / IBT Local 135 and CWA-AFA
The merged Flight Attendant group ratified an expedited bridge JCBA on 2026.01.22. The agreement preserved the right to begin full contract negotiations in January 2027.
This group therefore remains on Opening Watch for the full successor round even though the merger bridge agreement is complete.
CrewSignal Assessment
Opening Watch prevents two opposite errors: declaring bargaining active before the public record supports it, and ignoring the preparation period that shapes bargaining priorities and member expectations. The same threshold will be applied regardless of union.
