Editor’s Note: CrewSignal uses public records to compare how unions structure, negotiate, communicate, and protect Flight Attendants during mergers and representation proceedings. It may raise questions supported by the record; it will not fabricate facts or state conclusions the evidence cannot establish. This report is informational and does not constitute legal, investment, or merger advice.
Status Summary
No new notable public reference changing the Blue Sky commercial, Flight Attendant labor-integration or representation record was identified for October 10–16. This is a finding about the public sources reviewed, not a statement that no private discussions or implementation work occurred.
The dated carry-forward record distinguishes customer cooperation from workforce integration. Cross-carrier sales and reciprocal loyalty benefits had been announced as available earlier in 2026. A joint Flight Attendant contract, common crew administration or a combined representation proceeding was not established by those commercial milestones.
Integration Dashboard
- As earlier context, the February 10 company release announced cross-carrier purchasing, while the May 14 release announced reciprocal loyalty benefits. The original Blue Sky agreement was described as an interline arrangement, not a codeshare, with independently managed and priced networks.
- JetBlue’s July 28 presentation placed mixed-carrier itinerary capability on a year-end 2026 timetable. Its June-quarter filing reported that Paisly began distributing United rental-car products in July, while hotels and travel insurance were expected in the fourth quarter. These forecasts are not verified completion notices.
- The separate labor arrangements remain important context: United’s June-quarter filing reported a five-year Flight Attendant agreement effective May 31, 2026, with CWA-AFA representation; JetBlue’s filing identified TWU representation and a December 13, 2026 contract amendable date for Inflight Crewmembers. Neither filing describes a Blue Sky joint Flight Attendant agreement.
- The February announcement placed United’s proposed JFK access at up to seven daily roundtrips through JetBlue-provided slots at Terminal 6 as early as 2027. No new dated completion or labor-implementation milestone for that access was verified for October 10–16.
- No public combined-carrier Flight Attendant application, CWA-AFA/TWU representation arrangement, common crew-scheduling or qualification system, mixed Flight Attendant crews, or documented transfer of Flight Attendant work was identified in the sources reviewed. Public union coverage was incomplete because some member communications required login.
CrewSignal Watch Points
- Will a dated announcement confirm mixed-carrier connecting ticketing or the remaining Paisly phases, and specify which airline handles changes, disruption recovery and other customer servicing?
- Will JFK access or other network changes bring documented effects on protected Flight Attendant work, bases or training, rather than only customer access?
- Will evidence emerge of shared control, centralized labor and personnel decisions, common crew scheduling or qualifications, workforce mixing, or transfers of work?
- Will CWA-AFA, TWU or another eligible applicant publish a representation filing or arrangement, and what craft or class and requested action would it actually cover?
The NMB’s representation framework is not limited to transactions called mergers. An organization or individual may apply with the required representation or employee-support evidence; a carrier’s transaction notice is not that application. The Board examines the actual integration of operations, management and labor functions. A single-system finding advances the representation investigation rather than automatically requiring an election, and existing certifications remain effective until the Board issues a new certification or dismissal.
For the combined craft or class, Section 19.601 requires applicants to provide representation evidence or a showing of interest covering at least 50 percent of employees. Existing representatives may use current representation records, such as certifications or collective bargaining agreements; applicants representing none of the affected employees must use valid authorization cards. This is an application-support threshold, not an election result.
