Status Summary
United CWA-AFA’s Joint Implementation Team published a September 9 update addressing boarding-pay corrections and longer-term contract implementation. Payments for qualifying June, July, and August reboardings and cancellations were scheduled for September 18, with London payments placed on the September 16 regular paycheck. Beginning with the September bid month, most qualifying events were expected to appear on the regular pay register.
The update also emphasized that technology and operational requirements could affect implementation timing. The Joint Implementation Team was meeting weekly to address systems development, including the complex elimination of sub-bases and its effects on line construction, bidding, trip trading, move-up lines, and reserve assignments. These were United-only agreement matters, not common Blue Sky Flight Attendant systems.
JetBlue continued to describe Blue Sky as a collaboration between separate airlines. No exact-week CWA-AFA–TWU Local 579 protocol, shared Flight Attendant labor-administration development, representation application, or NMB single-transportation-system determination was identified.
A representation proceeding does not depend solely on the companies calling an arrangement a merger. The NMB Manual extends its transaction definition to operating contracts, acquisitions of control, and similar transactions. An organization or individual could file an application, but the filing would begin an investigation rather than automatically trigger a vote. The Board would still need evidence of substantial integration and, after a finding, qualifying combined-craft support.
Integration Dashboard
- United’s September 9 implementation update applied only to United Flight Attendants under the United CWA-AFA agreement.
- Boarding-pay corrections for specified June, July, and August events were scheduled for September payment.
- United expected most qualifying September-bid events to appear on the regular pay register.
- The elimination of sub-bases required changes across multiple United scheduling and reserve systems.
- United-only systems implementation did not establish common Blue Sky Flight Attendant labor administration.
- JetBlue continued to state that JetBlue and United remained separate airlines.
- United Flight Attendants remained represented by CWA-AFA, while JetBlue Inflight Crewmembers remained represented by TWU Local 579.
- No public joint-union Flight Attendant protocol or NMB application was identified.
- A transaction need not be formally labeled a merger to fall within the NMB Manual’s broader transaction definition.
- Any organization or individual may file an application asking the NMB to determine whether a single transportation system exists.
- A carrier’s notice or commercial announcement does not itself initiate the representation dispute.
- Filing begins an investigation but does not automatically authorize a vote.
- The NMB would evaluate combined operations, labor and personnel functions, management, workforce, branding, routes, scheduling, and ownership.
- If a single system were found, every applicant would need at least 50 percent support across the combined Flight Attendant craft or class.
- An incumbent could rely on current-representation records, while a nonincumbent would need valid authorization cards.
- Applicants, incumbents, and intervenors would have 30 calendar days to submit or supplement the combined-craft showing.
- Existing certifications at United and JetBlue would remain effective until the NMB issued a new certification or dismissal.
CrewSignal Watch Points
- Watch whether Blue Sky remains customer-facing or develops centralized Flight Attendant labor, personnel, scheduling, training, management, workforce, or ownership features.
- Will CWA-AFA and TWU Local 579 establish and publish a protocol governing filing, intervention, cards, interim protections, governance, and member participation?
- Watch for any NMB application and identify the filer, asserted transaction, requested craft or class, and claimed integration evidence.
- Watch for authorization cards and require clear disclosure of what employees are authorizing and which combined workforce is being measured.
- Which union structure offers the stronger enforceable protections, democratic accountability, financial transparency, and representation-vote safeguards?
- Continue separating United contract implementation and JetBlue product changes from actual cross-carrier labor integration.
