Editor’s Note: CrewSignal uses public records to compare how unions structure, negotiate, communicate, and protect Flight Attendants during mergers and representation proceedings. It may raise questions supported by the record; it will not fabricate facts or state conclusions the evidence cannot establish. Status Summary
On October 13, the National Mediation Board resolved Flight Attendant representation at the combined Republic Airways, Inc. In Case R-7690, it extended IBT certification R-6225 to the entire Flight Attendants craft or class, extinguished CWA-AFA certification R-6499, and closed the case. The order followed the September 1 single-system determination; it did not order a representation election.
The certification outcome does not establish that all contract provisions or operating systems are integrated. The earlier NMB record described phased Flight Attendant JCBA implementation and a future FAA single operating certificate. No additional new notable public reference confirming completion of the remaining Flight Attendant implementation work was identified for October 10–16 in the sources reviewed. That finding does not establish an absence of private implementation activity.
Integration Dashboard
- The October 13 decision records that no intervenor filed an application and that CWA-AFA had agreed its certification should be transferred to IBT. The Board found the represented groups not comparable in size, using May 29 figures of 2,337 Republic and 625 Mesa Flight Attendants.
- The September 1 single-system finding rested on substantial operational, financial, and labor/personnel integration, not a requirement that every operation already be combined. It preserved existing certifications pending further Board action; the October 13 order supplied that later representation disposition.
- The JCBA was ratified on January 22, 2026, with an amendable date of October 12, 2027. The unions presented an integrated seniority list on April 21. Those earlier milestones do not by themselves establish when the list governs every bid, base, or assignment.
- The September decision recorded boarding-pay changes effective July 22 and Republic schedule-adjustment changes implemented in August. It also described continuing contract implementation and a transition to Republic uniforms, with issuance of Mesa uniforms to be phased out by year-end 2026.
- The union’s December 15, 2025 summary of changes to the Republic contract identified a contractually scheduled pay increase for October 12, 2026. No new dated public notice confirming payroll execution of that step was located for October 10–16.
- The October 8 single-system determination in R-7697 concerned Mechanics and Related Employees, not Flight Attendant representation. It separately described Flight Attendant JCBA implementation as ongoing and recorded management’s expectation of an FAA single operating certificate in 2028, rather than an issued certificate.
CrewSignal Watch Points
- What dated notices establish how the integrated seniority list is applied to bidding, bases, assignments, and transition training?
- Which reserve, scheduling, training, benefit, payroll, and uniform provisions remain phased, and what effective dates and exceptions apply to each group?
- What public confirmation establishes implementation of the October 12 pay step described in the Republic-contract summary, and which rates and effective dates apply to each legacy group?
- How will IBT’s representation and member-service arrangements be communicated following certification, and which actual FAA milestones will replace the operating-certificate forecast?

The October 13 certification determination is the in-window development. The September 1 and October 8 decisions and December 2025 union summary provide clearly separate earlier context.
