Status Summary
Republic / Mesa remained in the post-single-system representation phase throughout the reporting week. The National Mediation Board’s September 1 determination had converted the matter into R-7690, identified a combined craft or class of 2,962 Flight Attendants, and allowed any intervenor 30 calendar days to submit an application supported by at least 50 percent of the combined group.
The NMB activity report for September 21–25 showed no election authorization, ballot instructions, certification, dismissal, or other public disposition in R-7690. The intervention period therefore remained open as of the September 25 reporting cutoff.
IBT and CWA-AFA had filed the original matter jointly, while CWA-AFA told the Board that it was not intervening and supported transfer of its Mesa certification to IBT. A single-transportation-system finding advanced the representation case, but it did not itself create a vote or issue the final combined certification.
CrewSignal identified no new exact-week company integration announcement, JCBA implementation notice, seniority-list update, or public union-governance explanation changing the Republic / Mesa record.

- Existing certifications remained effective until the NMB issued a new certification or dismissal.
- No new exact-week JCBA implementation or integrated-seniority-list milestone was identified.
- The public record remained positioned for a possible certification transfer, qualifying intervention, election, or dismissal after the intervention period.
CrewSignal Watch Points
- Watch R-7690 through the October 1 intervention deadline for an application, showing of interest, certification, election authorization, or dismissal.
- If no qualifying intervenor appears, watch whether the NMB transfers or issues the combined certification to IBT without an election.
- If a qualifying intervenor appears, identify the organization, its evidence of support, the eligible combined craft or class, and the NMB’s chosen representation method.
- How will a prospective combined IBT certification affect dues, grievance authority, bargaining governance, elections, financial accountability, and daily representation for former Mesa members?
- Watch implementation of the JCBA and integrated seniority list for effects on payroll, boarding pay, uniforms, training, benefits, scheduling, bases, furlough protection, and aircraft assignments.
- Which documented outcomes show that the joint-union transition protected Flight Attendants better than a contested election or unilateral absorption process?
