Status Summary
No new Republic / Mesa Flight Attendant determination, election authorization, certification, or dismissal appeared in the NMB’s September 7–11 weekly activity report. Case R-7690 therefore remained in the representation phase following the September 1 single-transportation-system finding.
The period of 30 calendar days for incumbents, applicants, and intervenors to submit or supplement a showing of interest remained open during the reporting week. The decision required at least 50 percent support across the combined 2,962-member craft or class. CWA-AFA had already stated that it was not acting as an intervenor and agreed that its Mesa certification should transfer to IBT.
A single-system determination does not automatically require a vote. If no competing participant qualifies and the NMB can resolve representation through another appropriate method, the proceeding may conclude without a contested election. If the Board authorizes an election, the incumbent, applicant, qualifying intervenor, write-in option, and no-representative option may appear under the Board’s election procedures.
The Republic / Mesa decision also demonstrates that total operational integration is unnecessary. The Board found substantial integration despite the absence of several public-facing indicators and despite the single operating certificate still being in progress.
