Status Summary

A Mesa CWA-AFA implementation update identified additional JCBA provisions as effective or partially effective August 1. The update listed Article 17, Notices, Contact and Communication, with Section 17.C still under development and review; Article 22, General, with Sections N.8 and N.9 still to be determined; Article 23, New Equipment; and Article 25, Bases, with implementation clarifications affecting Sections 25.D and 25.E.

The public implementation record continued to state that Mesa Flight Attendants would remain on Mesa benefits until completing Republic transition training and beginning work on Republic aircraft. The union also continued to describe seniority integration as underway under a date-of-hire standard.

The principal public representation matter remained NMB case CR-7275, docketed May 1 for approximately 2,390 Republic / Mesa Flight Attendants and listing IBT and CWA-AFA together. No public single-transportation-system determination, election authorization, certification, or dismissal for that case was identified through August 7.

The Merger Transition Agreement supplies the joint structure behind the case: IBT Local 135 and CWA-AFA agreed to initiate the NMB proceeding jointly, created a joint negotiating committee, established a union-led seniority-integration process, and agreed that neither union would oppose a single-carrier finding. Those commitments organize the parties, but the NMB must still make its own craft-specific determination and representation disposition.
