Editor’s Note: CrewSignal uses public records to compare how unions structure, negotiate, communicate, and protect Flight Attendants during mergers and representation proceedings. It may raise questions supported by the record; it will not fabricate facts or state conclusions the evidence cannot establish. Status Summary
Allegiant’s September 18 company release said Allegiant Air and Sun Country continued to operate under separate brands and booking systems while the company worked toward a single operating certificate and a unified customer experience. The company described full integration as expected over the next two years and said common hospitality and service standards were being applied to Flight Attendants, ground crews, and support teams across the combined airline.
That language is a meaningful employee-experience and customer-service integration signal, but it does not establish a combined Flight Attendant workforce, common crew scheduling, shared training, centralized labor administration, an integrated seniority list, or a joint collective bargaining agreement. The August 10 Form 10-Q remained the controlling legal and operational baseline: the carriers continued to operate separately under FAA rules, and operational combination remained limited pending the single operating certificate and required JCBAs.
Allegiant Flight Attendants remained represented by TWU Local 577, while Sun Country Flight Attendants remained represented by IBT Local 120. CrewSignal identified no public joint Flight Attendant transition protocol, NMB application, single-transportation-system determination, combined seniority process, or interim work-protection agreement through September 18.
Integration Dashboard
- Allegiant publicly described the carriers as continuing under separate brands and booking systems during integration.
- The company continued working toward a single operating certificate and a unified customer experience.
- Allegiant described full integration as expected over the next two years.
- The company said common hospitality and service standards were being applied across Flight Attendants, ground crews, and support teams.
- Common service standards do not by themselves establish common Flight Attendant contracts, scheduling, training, bases, seniority, or labor administration.
- Allegiant Flight Attendants remained represented by TWU Local 577, while Sun Country Flight Attendants remained represented by IBT Local 120.
- No public TWU–IBT Flight Attendant transition protocol, bargaining committee, seniority process, or interim representation arrangement was identified.
- The formal NMB question commonly described as a single-carrier determination is whether a single transportation system exists for the Flight Attendants craft or class.
- Carrier notice, common ownership, company support, common customer-service standards, and FAA integration planning do not themselves initiate a representation case or automatically establish a single transportation system.
- Any organization or individual may file an application seeking the determination, after which the NMB conducts a case-specific investigation.
- Relevant factors include combined schedules or routes, standardized uniforms, common branding, integrated scheduling or dispatching, centralized labor and personnel operations, common management, a combined workforce, and common ownership.
- After a single-transportation-system finding, every applicant must establish support from at least 50 percent of the combined Flight Attendant craft or class.
- An incumbent representative may rely on current-representation evidence, while a filer representing none of the covered Flight Attendants must use valid authorization cards.
- Applicants and intervenors may submit or supplement the combined-craft showing within 30 calendar days after the determination.
- Existing certifications remain effective until the NMB issues a new certification or dismissal.
CrewSignal Watch Points
- Will TWU Local 577 and IBT Local 120 establish and publish a member-accountable Flight Attendant transition protocol before company integration advances further?
- Watch whether common service standards develop into common Flight Attendant training, policies, supervision, scheduling, or labor administration.
- Watch for disclosure of who files or joins an NMB application, whether the incumbent unions proceed jointly or competitively, and what evidence each organization relies upon.
- Watch for authorization-card activity while distinguishing a nonincumbent card campaign from current-representation evidence available to incumbent unions.
- Watch for interim protections addressing scope, mixed crews, aircraft transfers, training, bases, benefits, furloughs, and movement of work before a combined certification and JCBA are in place.
- Which union’s merger policy, governance structure, representation-vote practices, and enforcement record offer Flight Attendants the clearer member voice and stronger protections?
