Editor’s Note: CrewSignal uses public records to compare how unions structure, negotiate, communicate, and protect Flight Attendants during mergers and representation proceedings. It may raise questions supported by the record; it will not fabricate facts or state conclusions the evidence cannot establish. Status Summary
CrewSignal identified no new company release, SEC filing, independent report, Flight Attendant transition agreement, seniority protocol, JCBA announcement, single-operating-certificate milestone, or National Mediation Board action changing the Allegiant / Sun Country Flight Attendant integration record for the week ending September 4.
Allegiant’s August 10 Form 10-Q remained the controlling company baseline. Allegiant Air and Sun Country continued operating separately under FAA rules; Allegiant expected a single operating certificate in 2028; and the company said operational combination would remain limited until the certificate and required JCBAs were in place. The filing also said necessary joint bargaining would likely begin after the NMB certified a single post-transaction representative.
Beginning with the September cycle, CrewSignal will distinguish a transaction’s public label from the NMB process. The Representation Manual defines merger procedures broadly to include a consolidation, purchase, lease, operating contract, acquisition of control, or similar transaction. A representation matter begins when an organization or individual files an application; a carrier’s transaction notice does not itself open the representation case or trigger a vote.
Filing initiates the NMB’s investigation. The Board then evaluates actual integration, including combined routes, branding, essential operations, labor and personnel functions, management, workforce, and ownership. No single factor, common ownership alone, or commercial coordination automatically establishes a single transportation system.
Integration Dashboard
- Allegiant Air and Sun Country continued to operate as separate airlines under FAA rules.
- Allegiant continued to identify 2028 as the expected timing for a single operating certificate.
- The company stated that operational combination would remain limited until the certificate and required JCBAs were in place.
- Allegiant Flight Attendants remained represented by TWU Local 577, while Sun Country Flight Attendants remained represented by IBT Local 120.
- No public joint TWU–IBT Flight Attendant transition protocol, bargaining committee, seniority process, or interim work-protection arrangement was identified.
- The NMB Manual’s transaction definition is broader than a transaction formally called a merger.
- A carrier should notify the NMB of covered transactions, but an organization or individual must file an application to initiate the representation investigation.
- An application can raise a single-transportation-system question without a conventional merger label, but it does not automatically produce a representation vote.
- The NMB first examines the actual degree of operational, managerial, labor, personnel, workforce, branding, and ownership integration.
- If the Board finds a single transportation system, each applicant must establish support from at least 50 percent of the combined Flight Attendant craft or class.
- Incumbent representatives may rely on certifications, current agreements, seniority lists, dues-checkoff records, or other current-representation evidence.
- A filer representing none of the covered employees must establish its showing with valid authorization cards.
- Applicants, incumbents, and intervenors have 30 calendar days after a single-system finding to submit or supplement their combined-craft showing.
- An election is possible but not automatic because the NMB may use a secret ballot or another appropriate method after resolving the procedural and showing-of-interest questions.
- Existing certifications remain effective until the NMB issues a new certification or dismissal.
CrewSignal Watch Points
- Will TWU Local 577 and IBT Local 120 publish a member-accountable Flight Attendant transition protocol before company integration advances further?
- Watch for disclosure of who files or joins an NMB application, whether the incumbents proceed jointly or competitively, and what showing each organization relies upon.
- Watch for authorization-card activity while distinguishing a nonincumbent card campaign from the current-representation evidence available to incumbent unions.
- Watch for interim protections addressing scope, mixed crews, aircraft transfers, scheduling, training, bases, benefits, furloughs, and movement of work.
- Does the public sequencing of representation, joint bargaining, and the single operating certificate create a risk that company integration will outpace transparent union planning?
- Which union structure offers the clearer member voice, enforceable merger protections, financial accountability, and representation-vote safeguards?
