Editor’s Note: CrewSignal uses public records to compare how unions structure, negotiate, communicate, and protect Flight Attendants during mergers and representation proceedings. It may raise questions supported by the record; it will not fabricate facts or state conclusions the evidence cannot establish. Status Summary
Dated union communications for October 10–16 concentrated on reserve input and legacy scheduling. An October 15 CWA-AFA Council 43 notice invited both pre-merger groups to complete the joint reserve survey, with an announced October 20 deadline at noon Pacific. The survey supports preparation of a reserve-section proposal; it is not an agreed joint reserve system.
Interest-based bargaining training had been scheduled for October 14–15 in Seattle with an NMB mediator, according to the September 14 bargaining update. No contemporaneous public account confirming attendance or completion was located by the October 16 cutoff. That announcement does not establish a formal mediation case or a substantive agreement. The same update scheduled the next negotiating session for October 26–28.
No new notable public reference establishing JCBA ratification or delivery of the integrated Flight Attendant seniority list was identified for October 10–16. This limited public record does not rule out private bargaining or committee work.
Integration Dashboard
- Representation and operational certification are established carry-forward milestones, not new events this week. The NMB certified CWA-AFA for the combined Flight Attendant craft or class on April 11, 2025; Alaska announced receipt of the FAA single operating certificate on October 29, 2025. Neither milestone establishes a completed JCBA.
- The October 15 reserve notice sought input from both legacy groups while announcing a future Hawaiian reserve webinar. It did not announce survey results or a negotiated reserve provision.
- An October 14 Council 47 recap described legacy Hawaiian reserve procedures and an October LAX Open Time flexibility trial. An October 11 CWA-AFA explanation described legacy Alaska Crew Access/NAVBLUE bid-award processing. These are concrete legacy-system communications, not announcements of one common Flight Attendant scheduling system.
- The September bargaining update continued to identify benefits, leave, domiciles and other unresolved sections, with seniority language held pending related discussion. No later substantive settlement was established in the reviewed week’s public record.
- The executed August 9, 2024 transition protocol treats FAA certification, NMB status, the JCBA and seniority integration as distinct elements. Section B.3 directs delivery of the integrated list on the JCBA effective date. No delivery or implemented common seniority list is inferred from shared union representation.
CrewSignal Watch Points
- Will the parties publish a dated account of the scheduled IBB training and explain whether and how that method will be used at the October 26–28 session?
- Which reserve priorities will emerge from the survey, and what proposed changes will address the differences between the legacy systems?
- What substantive progress will be reported on benefits, leave, domiciles, training and grievance procedures, separately from tentative sections and eventual ratification?
- When will a ratified JCBA, its effective date, seniority-list delivery and actual implementation of common work rules each be documented?
Notable Public References
The October 11, 14 and 15 notices are in-window references. The remaining dated sources provide carry-forward context; planned events are not treated as completed.
