Status Summary
In a September 14 update describing bargaining conducted during the reporting week, the Alaska / Hawaiian CWA-AFA Joint Negotiating Committee said it met management in Seattle from September 8 through September 10. The parties exchanged responses on Grievance and Training, and management presented a new proposal on Performance Based Pay and Retirement. The union responded with proposals addressing legacy retiree pass privileges and retiree health insurance.
The committee said the remaining sections were complex because the two established agreements cover different operations and work rules. The parties agreed to explore Interest-based Bargaining, with National Mediation Board-led training scheduled for October 14–15. The reserve survey was being finalized for release in October, and the next bargaining session was scheduled for October 26–28.
The NMB mediator’s role in Interest-based Bargaining is separate from the Board’s representation function. In a representation matter, an application initiates the investigation; the Board may later use a secret ballot or another appropriate method if representation must be determined. A transaction need not carry a formal merger label to fall within the Manual’s broader transaction definition, but no alliance, common ownership arrangement, or commercial relationship automatically establishes a single transportation system.
Alaska / Hawaiian’s Flight Attendant certification remained settled in favor of CWA-AFA. The week’s developments concerned JCBA method and substance, not a new representation dispute.
Integration Dashboard
- The Joint Negotiating Committee met management from September 8 through September 10.
- Grievance and Training remained active subjects after the parties exchanged responses.
- Management presented a proposal on Performance Based Pay and Retirement, and the union responded with retiree-pass and retiree-health proposals.
- The parties planned National Mediation Board-led Interest-based Bargaining training for October 14–15.
- The reserve survey was being finalized for release in October.
- Seniority and Charters remained on hold pending negotiations over related provisions.
- The next announced bargaining session was scheduled for October 26–28.
- NMB assistance with contract-bargaining methods is distinct from the Board’s authority over representation applications and elections.
- A representation investigation begins with an application rather than with carrier notice alone.
- A filing can raise a single-system question even when the underlying arrangement is not formally titled a merger, but the Board still evaluates actual integration case by case.
- Alaska / Hawaiian already had a combined CWA-AFA certification, so no new representation vote was pending merely because JCBA work continued.
- No new exact-week integrated-seniority-list implementation milestone was identified.
CrewSignal Watch Points
- Watch whether Interest-based Bargaining produces measurable progress on the most difficult combined-contract subjects.
- Watch the October reserve survey for transparent comparison of the two legacy reserve systems and meaningful member input.
- Watch whether the parties publish concrete sequencing for Seniority, Charters, domiciles, benefits, commuter policy, and training.
- Does CWA-AFA’s unified representation structure give both legacy groups an effective voice as the Alaska agreement serves as the drafting base?
- Watch whether operational expansion and common branding continue to advance ahead of enforceable common Flight Attendant work rules.
