Editor’s Note: CrewSignal uses public records to compare how unions structure, negotiate, communicate, and protect Flight Attendants during mergers and representation proceedings. It may raise questions supported by the record; it will not fabricate facts or state conclusions the evidence cannot establish. Status Summary
CWA-AFA’s September 4 news review carried forward the Joint Negotiating Committee’s report on the August 24–27 bargaining session. The parties had attempted to resolve Section 19, Grievance, and Section 30, Training, as a package, but neither section closed. The next bargaining session remained scheduled for September 8–10.
A pre-merger Alaska Scheduling Committee recap published August 31 documented carrier-specific implementation and administration issues involving Open Time monitoring, sit-pay denials, hotel capacity, payroll, crew planning, and other schedule-related concerns. Those matters remained governed by the legacy Alaska agreement rather than a completed combined-carrier JCBA.
Beginning with the September cycle, CrewSignal will distinguish the label placed on a transaction from the National Mediation Board’s representation process. The NMB Manual defines a merger broadly enough to include a consolidation, purchase, lease, operating contract, acquisition of control, or similar transaction. A representation matter begins with an application, not merely with carrier notice or public use of the word merger. Filing triggers an investigation rather than an automatic vote.
Alaska / Hawaiian has already completed the Flight Attendant single-transportation-system and combined-certification stages. CWA-AFA’s existing combined certification therefore remained in place, and no new Flight Attendant representation application, election, certification, or dismissal was identified during the reporting week.
Integration Dashboard
- Grievance and Training remained open after the August 24–27 joint-bargaining session.
- The next announced Flight Attendant bargaining session remained scheduled for September 8–10.
- Pre-merger Alaska scheduling, payroll, hotel, and Open Time concerns remained governed by the legacy Alaska agreement.
- The combined Flight Attendant group still lacked a fully implemented JCBA covering common work rules.
- The NMB Manual does not limit its merger procedures to transactions formally titled mergers.
- A carrier’s notice informs the NMB of a transaction, but an organization or individual must file an application to initiate the representation investigation.
- An application does not itself produce a vote because the NMB first investigates whether a single transportation system exists.
- Alaska / Hawaiian had already passed through that representation process and CWA-AFA remained the certified combined representative.
- Same-union continuity avoided a contest between different incumbent unions but did not itself complete common contract, seniority, scheduling, training, or grievance protections.
- No new exact-week Flight Attendant representation or integrated-seniority-list implementation milestone was identified.
CrewSignal Watch Points
- Watch the September 8–10 session for movement on Grievance, Training, reserve, benefits, domiciles, commuter policy, and seniority-related subjects.
- Does same-union continuity produce a sufficiently timely and enforceable common agreement while legacy scheduling and administration disputes continue?
- Watch whether the parties publish clearer sequencing for integrated seniority, common reserve rules, training, bases, and work assignment.
- Watch whether operational integration continues to advance faster than Flight Attendant contract integration.
- Use the Alaska / Hawaiian history as a comparison point: avoiding a representation election is not the same as completing labor integration.
