No written PSA TA2 bargaining update dated during the 2026.08.22–2026.08.28 reporting window was located. The public TA2 page continued to identify the August 4 proposal account and August 5 town-hall and scheduling notice as its newest updates, without a written result for the announced August 19 virtual NMB date.
Contract timing: The published PSA agreement was effective through 2023.07.15. As of 2026.08.28, 3 years, 1 month and 13 days—1,140 days—had elapsed since that amendable-date benchmark. That full period spans the original bargaining process, the first tentative agreement and the current TA2 effort; it should not be presented as time spent solely on TA2.
Process Signals
- The NMB FY2027 budget justification continues to identify PSA among CWA-AFA Flight Attendant cases in federal mediation. The NMB weekly report for August 24–28 did not announce a PSA reassignment, ratification or closure and does not establish whether or what occurred on the announced August 19 date.
- The August 4 update remains the latest detailed public bargaining account located. It says CWA-AFA presented a targeted TA2 proposal seeking a higher raise, boarding pay upon ratification and a larger signing-bonus pool. The union’s approximately 30 percent immediate-wage figure is an estimate attached to its proposal, not an agreed result.
- The announced calendar included September 4 virtually and September 22 in person. The public TA2 page identifies a CWA-AFA staff attorney on the negotiating team, providing a visible example of shared legal resources even though no new contractual result was published this week.

The 1,140-day post-benchmark period remains one of the strongest reasons to distinguish institutional inputs from outcomes. NMB oversight, staff counsel, international leadership, town halls and scheduled sessions demonstrate resource deployment; members still need a ratifiable agreement that improves the economics rejected or found inadequate in the earlier process.
Because the timing measure includes TA1 and TA2, it describes the workgroup’s total wait beyond the contractual benchmark, not the tenure or responsibility of the present TA2 committee alone. The absence of an August 19 written recap is a transparency gap, but it does not establish that no bargaining movement occurred.
