No new carrier-specific bargaining result was publicly posted during the 2026.08.15–2026.08.21 reporting window. The next published NMB-mediated session was August 25–26, after this report’s cutoff.
Contract timing: Horizon’s Flight Attendant agreement became amendable on 2024.05.01. As of 2026.08.21, 2 years, 3 months and 20 days—842 days—had elapsed since that date. The first NMB-mediated session began on 2025.06.23, so 1 year, 1 month and 29 days—424 days—had elapsed in the mediated phase. The amendable-date and mediation clocks are tracked separately.
Process Signals
- The published mediation calendar listed August 25–26, October 5–6, November 12–13 and December 15–17 as anticipated sessions with the NMB mediator.
- The NMB FY2027 budget justification continues to identify Horizon among the CWA-AFA Flight Attendant cases in federal mediation. The NMB weekly report for August 17–21 did not identify a Horizon status change and does not establish whether private preparation or exchanges occurred.
- CWA-AFA’s strike-authorization explanation correctly states that the vote communicates member support but does not permit an immediate strike. Lawful self-help would still require later NMB steps, including an impasse determination, an arbitration proffer, rejection of that proffer and a 30-day cooling-off period.

Horizon’s published calendar provides useful transparency, but the duration is now significant: more than two years beyond the amendable date and more than one year in mediation. The next analytical test is whether the August session yields documented proposal movement or additional tentative agreements.
Multi-carrier legal and bargaining support can strengthen the committee, while a strike-authorization vote can increase internal solidarity and bargaining pressure. Neither resource deployment nor the vote is itself a contract result, and the vote is not a direct strike trigger under the RLA.
