On September 10, CWA-AFA published its account of the August 25–27 Envoy session. The update reported no tentative agreements, but it documented a company Reserve counter, substantial agreement on long-call language, movement on late deadhead release and standby release, and CWA-AFA’s first Scheduling proposal.
Contract timing: The published Envoy agreement runs through 2026.03.31, making 2026.04.01 the working amendable-date benchmark. As of 2026.09.11, 5 months and 10 days—163 days—had elapsed since that date. This is an amendable-date measure, not the bargaining-opening date.
Process Signals
- The company accepted most of the union’s long-call language and new release language for certain late deadhead or positioning legs. Remaining Reserve disputes included time balancing versus seniority and the length of standby periods.
- CWA-AFA’s first Scheduling proposal included pairing-variety minimums, a part-time Reserve option, partial trip drops, transaction-processing timeframes, return-to-domicile or commuting-city options, scheduling-integrity protections, junior-manning limits and automatic critical-coverage triggers.
- A CWA-AFA senior staff negotiator and staff attorney participated with the carrier committee. The next published session was September 15–17 with a September 16 member Zoom, making this a clear example of multi-carrier professional resources attached to a carrier-specific bargaining program.

Envoy provides the strongest positive process signal in the September 11 set: the union published a detailed proposal record, identified where management moved and disclosed that no tentative agreements were reached. That transparency lets members distinguish substantive progress from a generic claim of productive talks.
Shared legal and negotiating resources appear to be contributing to a broad Scheduling proposal and Reserve drafting. The next accountability measure is conversion: whether the areas described as close become enforceable tentative agreements and whether the remaining economic sections advance on a defined timetable.
